Haiti's Provisional Electoral Council (CEP) announced on Thursday that it will do a recount of votes from the country's presidential and legislative elections on Nov. 28, due to suspicions of fraud in favor of official candidate Jude Celestin.

According to information reaching here from Port-au-Prince, Haiti's capital, there have been protests in the entire country, which killed four people and left many injured, since the results were announced on Tuesday.

On Tuesday, the CEP announced that Mirlande Manigat, the only women contender, won the election with 31 percent of the vote, and since she did not get enough votes for an outright majority, there will be a second round on Jan. 16 between her and Celestin, who was in second place with 22 percent of the vote.

This situation led to reports of fraud, since Haitians believe that Michael Martelly, a famous singer, should be in second and not in third place.

"We are going to create a joint commission to do a recount, which will include the three presidential candidates with the most votes, national and international observers, as well as representatives of the international community," the CEP said in a statement.

Manigat said in a press conference that "my votes are greater, the fraud prevented me from winning a greater percentage" of votes.

Meanwhile, Martelly called on the people to peacefully mobilize to denounce "the great fraud" during the elections in support of Celestin.

The CEP did not mention when it will announce the result of the recount.

Happiness index

A plan to include the happiness index in government checks on a working environment is being voiced during the final stage of China’s 11th Five-year Plan (2006-2010), China Youth Daily (CDY) reported on Tuesday.

In a recent survey jointly conducted by CDY and www.minyi.org.cn shows over 89.3 percent of interviewees agree the index that measures the well-being of people should be part of the work place assessment criteria used by authorities. 56.6 percent“highly expect”it to be included. The interviewee group range was 15.6 percent from the 60s, 36.2 percent from the 70s, with the same figure for those from the 80s.

When asked what elements affect people’s feeling of happiness, 95.7 percent say government policies and actions, and 68.7 percent say “personal happiness feelings have a great thing to do with government”.

High property prices, high inflation and poor social welfare and health care systems are controlled by government and affect an individual’s sense of happiness, a respondent said in the survey.

“Some local governors only pay attention to the economic figures, pursuing good-looking GDP growth rates without consideration of the social environment, public security, health care, welfare system,” a netizen commented in the survey.

Meng Qingguo, a member of the “people’s livelihood index” group of the National People’s Congress Financial Committee says the feasibility of adopting such a suggestion is small, because “happiness is a personal thing — a small villager may have higher happiness index than that of a urban resident, however, one cannot say the urban government performs worse than the rural one”.

“To give a scientific happiness index measurement tool is what China should do before enrolling it into the government check-up system,”Meng added.

Gene discovery

Myopia (nearsightedness) is the most common eye disorder in the world and becoming more common, yet little is known about its genetic underpinnings. Scientists at Duke University Medical Center, in conjunction with several other groups, have uncovered a gene associated with myopia in Caucasian people from several different regions, including Dutch, British and Australian subjects.

Their work was published in Nature Genetics online on Sunday.

Myopia happens when the focal point of an image falls just short of the retina at the rear of the eye, causing blurred distance vision. Often the discovery of a gene still means that many years could pass before a treatment becomes available. However, gene therapies are already working well in some eye conditions, and myopia may be a good candidate condition for gene repair.

Working with a large group of researchers, lead author Terri Young, professor of ophthalmology, pediatrics, and medicine at Duke and colleagues found several distinct spellings of DNA code near the RASGRF1 gene that had a strong association with focusing errors in vision. These findings were validated in six other Caucasian adult groups in a total of 13,414 subjects.

"Because RASGRF1 is highly expressed in neurons and the retina, it is crucial to retinal function and visual memory consolidation, " Young said.

When the scientists created mice that were missing the correct gene, these mice showed changes in their eye lenses.

"This was biologically convincing," Young said. "The RASGRF1 provides a novel molecular mechanism to study so that we can work to prevent the most common cause of visual impairment."
