invisible within their place of refuge

Where the displacement is long term and the affected children have a different ethnic or linguistic background from people in the host locality, they may face discrimination and be deterred from school attendance as a result.12 Upon return, both internally displaced people and refugees may find their homes and their land taken over by others, including local authorities, and may not be able to prove their ownership of their property. They may also be rejected by their own communities because they fled during the crisis or violence while others remained.13 Primary responsibility for both refugee and displaced children lies with national governments.

Mulberry Outlet Stores UK ,  However, the Office of the United Nations High Commissioner for Refugees (UNHCR) has a mandate to assist THE STATE OF THE WORLD’S CHILDREN 2006 and protect refugees, while the International Committee of the Red Cross (ICRC) has a mandate to assist internally displaced people if displacement is a result of armed conflict and internal violence. Unlike refugees, however, internally displaced persons are not protected by specific international conventions but only by a set of guiding principles that are morally, not legally, binding.

mulberry outlet uk ,  The international community and UNHCR have developed a wealth of international norms, policies and guidelines to improve the protection and care of refugee women and children. In practice, however, there is still a gap in their application and implementation, due to resource constraints (both financial and human) and to uneven priorities and accountability at the level of institutions, as well as within the international community.14 When governments (both of donor countries and countries that have internally displaced people or host refugees) and the collaborative international response fail to allocate resources and implement effective interventions targeted at displaced women and children, these groups risk being excluded and becoming invisible within their place of refuge.

mulberry outlet , Inadequate state protection for children requiring special assistance Families have the primary responsibility for caring for and protecting their children. But for numerous reasons – the loss of parents, separation related to displacement, domestic violence and abuse, extreme poverty, among others – many children are deprived of a loving, caring family environment. www.mulberryoutletuk2012.net

missing out on the Millennium agenda

These inequities occur when children and their caregivers are directly excluded from services because they live in areas that are poorer and more poorly serviced, or because cultural barriers such as language, ethnic discrimination or stigmatization prevent them from receiving needed services.

louis vuitton outlet , Discrimination against girls excludes them from education Gender discrimination is specifically addressed by MDG 3, which promotes gender equality and the empowerment of women, with the attached target of eliminating gender disparity in education.

louis vuitton outlet store , Education provides the opportunity for girls (and boys) to become more empowered and self-confident as they acquire the range of knowledge, skills, attitudes and values critical to negotiating an equal place in society. Gender inequality in education means that for every 100 boys out of primary school, there are 117 girls who also miss out on primary education.23 While the gender gap in primary education has been closing steadily since 1980, many countries have failed to meet the MDG 3 target of gender parity in primary education by 2005, and the regions with the highest gaps will have to make even greater gains if gender parity is to be achieved as part of universal primary school completion by 2015. Gender gaps in secondary education are even more pronounced: of 75 developing countries surveyed by UNICEF, only 22 were on course to meet the MDG 3 target of gender parity at the secondary school level, while 25 were far from the goal.24 Girls’ exclusion from education in comparison to boys – especially in South Asia, sub-Saharan Africa and the Middle East and North Africa – is one of the clearest statistical indicators of gender discrimination. But gender discrimination is both more subtle and all-pervasive than can be measured in the statistics about gender parity in schooling. Gender plays a major part in determining which children end up being excluded from essential services and are, therefore, most at risk of missing out on the Millennium agenda.

louis vuitton outlet uk , Many of the groups of THE STATE OF THE WORLD’S CHILDREN 2006 children considered in this report are not taken beyond the reach of international development efforts by their gender alone, but their gender clearly plays a major part in determining their vulnerability. Gender discrimination also results in limited access of women to basic health-care services, which increases the risk of maternal and child mortality. www.louisvuittonoutletstoreuk.net

These two compacts complement each other and, taken together, form a strategy – a Millennium agenda – for protecting childhood in the opening years of the 21st century.

status-conveying extravaganzas

The emphasis that both Mao and Chiang Kai-shek placed on physical education in their early writings, and the public displays of stamina that the former exhibited later in life (such as his famous swims in the Yangzi River), is relevant here as From Mao to Now 91 well. The quest for Olympic glory, both in terms of winning numerous medal counts and the Games, which began in the last century and continues in this one (there is already talk of a future Olympic bid), can thus be seen in part as an expression of China’s desire to put behind it once and for all any lingering sense that it is a weak country.

mulberry outlet uk ,  Will grand spectacles continue to be important to China? Post-Olympic China has continued to be and will likely remain a country that regularly holds grand spectacles. The most important of these on the immediate horizon is the 2010 World Expo, which will occur in Shanghai from May 1 through October 31. This event is part of the same lineage as London’s 1851 Crystal Palace Exhibition and the Columbian Universal Exposition of 1893 that helped put Chicago on the global map. There is also talk of trying to mount a Chinese bid for the athletic event that is currently second only in global import to the Olympics: the FIFA World Cup.

air max 2011 , Mega-events of this sort, which are sponsored by international organizations, play a role in confi rming a vision, based partly in official myth but also partly in tangible reality, that China is a once powerful country that was laid low for a time and has now risen again to a more natural status.

louis vuitton sale , They show that China has gone from being the kind of country that could only play minor roles in the great World’s Fairs of the 1800s (in which it was treated as a “backward” country that should display “exotic” aspects of its culture rather than a “modern” one that should display its latest machines and canons) to being the kind that can host 21st-century counterparts to those attention-getting and status-conveying extravaganzas.

mens nike shox nz , Why hold an Expo so soon after the Olympics? Given the expense of the 2008 Beijing Games, the Chinese government’s efforts to move straight into gearing up for a 92 CHINA IN THE 21ST CENTURY World Expo has baffled many foreigners. Also perplexing has been its efforts to cast the Expo as an Olympic-like event. Part of this befuddlement comes from the fact that in Europe and North America now, World Expos, which are sponsored by an IOC-like organization known as the BIE, tend to be seen as relatively minor affairs that do not necessarily take place in top-tier cities.  Barry Demp Coaching

in prison or committed suicide

The Hitler analogy is a misleading one in many ways, but it must be understood before its flaws can be explained.

louisvuittonoutletstoreuk , It is an important issue to address because if Mao is thought of simply as a Hitler with Chinese characteristics, then it is bound to seem bizarre and disturbing, to say the least, that 60 CHINA IN THE 21ST CENTURY his face appears on PRC banknotes, his body lies preserved in Tiananmen Square, and references to carrying forward “Mao Zedong Thought” (along with “Deng Xiaoping theory,” the oddly titled “Three Represents” concept of Jiang Zemin, and the “harmonious society” ideas of Hu Jintao) still show up in National Day slogans.

Mulberry Outlet Stores UK , The best place to begin our examination of the popular (in the West and Taiwan) but misleadingly one-dimensional image of China’s former leader as an embodiment of evil, pure and simple, is with Jung Chang and Jon Halliday’s best-selling biography, Mao: The Unknown Story.15 Published in 2005, it has become the most famous biography of Mao. Prior to its appearance, some Westerners already thought it odd that Mao had not been more thoroughly repudiated in the PRC, especially since the current CCP leaders had gone so far to distance themselves from some of his policies and from his fi ercely anti-capitalist and pro-class struggle rhetoric.

Louis Vuitton Outlet UK , Since the book’s publication and the flurry of media attention that accompanied it, though, this sense of bewilderment has increased dramatically. This reaction is because, among its distinctions, this book is the English-language biography of Mao that provides the most negative view of him. Not content to locate Mao within a triumvirate of evil that includes Hitler and Stalin (as writers before them had done), Chang and Halliday go further, presenting him as in some ways the vilest of the three. The book includes a controversial claim that is now routinely repeated as a simple statement of fact: Mao was responsible for 70 million peacetime deaths, more than any other leader in history.

mulberryoutletukonline.com , This figure is based on a questionable chain of argument that claims he “killed” everyone who died during the Great Leap famine, instead of simply implementing misguided policies that precipitated a catastrophic event. Furthermore, every victim of the purges and mass campaigns from the 1950s through the mid-1970s who died in prison or committed suicide, in addition to those slain during the civil war–like Cultural Revolution clashes, was a “peacetime” death to be laid at his door. linked to Maitreyan Buddhism

What internal developments weakened the Qing? One source of strain on the Qing was demographic: the population of China grew tremendously in the late 1700s and early to mid-1800s, at least doubling (perhaps tripling or quadrupling) in a century. This placed a great deal of pressure on the country simply because there were more mouths to feed.

mulberryoutletukonline ,  It also caused problems for the Qing because the number of magistrates did not increase. This meant that, by 1830, each of these multitasking bureaucrats (responsible for overseeing trials, collecting taxes, maintaining granaries, and presiding at local rituals) was responsible for many more people than ever before. What was the significance of peasant rebellions? Another problem the Qing faced was popular rebellions. These took many forms, ranging from piracy and banditry to religiously infl ected insurrections led by prophets who called on the faithful to rise up. Notable revolts included an uprising led by the Eight Trigrams sect in 1813, which was quickly suppressed, but at the cost of some 70,000 lives. Another was a holy war launched in the 1820s and the 1830s by the Central Asian leader Jahangir, who sought to free Xinjiang from imperial control.4 The White Lotus Rebellion that convulsed much of the Chinese heartland from 1796 until 1804 was even more signifi cant.  louisvuittonbagssaleuk ,

This revolt was linked to Maitreyan Buddhism, a form of the originally Indian religion that was particularly popular in parts of China and Southeast Asia.

mulberry outlet uk , The White Lotus Rebellion had a millenarian aspect to it; that is, its followers believed that a new age was about to begin and that those adhering to the faith would fare well in the coming order. Leaders of Chinese 28 CHINA IN THE 21ST CENTURY Buddhist sects often discouraged outright rebellion, encouraging their followers to wait quietly for change to come. But at some points they called for direct action, and these calls found especially receptive ears among people struggling with natural disasters such as droughts and floods or angered by what they viewed as excessive taxation.

louis vuitton outlet uk ,  The White Lotus Rebellion, which began with tax protests in a poor mountainous area, was a classic example of a call for action that resonated within an economically desperate population. A potent addition to the mix was anti-Manchu sentiment and Han chauvinism—that is, a belief that control of China should be returned to members of the main Chinese ethnic group. Barry Demp Coaching

delayed discounting task

Other studies using gambling tasks, however, suggest that ventral striatal activation correlates with both the magnitude and the probability of anticipated gains ( Abler et al ., 2006 ; Yacubian et al ., 2006 ). While all of these findings indicated that ventral striatal activation correlates with the magnitude of anticipated gain, the reasons for discrepant findings with respect to probability remain unclear.

According to one possibility, a phasic signal may pass through the ventral striatum that correlates with both magnitude and probability, followed by a tonic signal that primarily correlates with magnitude (see also Chapter 21 of this volume). Alternatively, it is possible that a 0.2 10_6 10_5 10_4 Anticipated gain ($ vs 0) % signal change (SEM) 0.1 0 Seconds ant out _$5.00 ant/_$5.00 out _$1.00 ant/_$1.00 out _$0.20 ant/_$0.20 out _$0.00 ant/_$0.00 out 0–2 2–4 4–6 6–8 8–10 10–12 12–14 14–16 16–18 _0.1 FIGURE 25.6 Anticipation of monetary gains of increasing magnitude elicits proportionally increasing NAcc activation . REPRESENTATION OF SUBJECTIVE VALUE IN THE STRIATUM signal from the MPFC reduces ventral striatal activation in response to non-gain outcomes, which are more prevalent in low-probability trials, and that some of this reduction is being modeled during anticipation periods. Future research will doubtless resolve these issues.

Other studies have focused on the delay of anticipated gains, but these designs have not yet distinguished between anticipation, choice, and outcome phases of incentive processing. In one delayed discounting task, ventral striatal, MPFC, and posterior cingulate activation was correlated with consideration of choices which featured an immediate and delayed option versus two delayed options ( McClure et al ., 2004 ).
